Job Purpose Department of Infrastructure, Western Cape Government has an opportunity for a competent individual to inform and advise on the market and economic trends in property industry by means of statistical analyses and research and do forecasting on future property trends and economic growth as well as the economic and financial impact thereof on the Provinces property portfolio at a macro and micro level.

Minimum Requirements Appropriate Masters degree in Economics / Econometrics or Property Economics; A minimum of 3 years relevant technical/scientific experience.

Recommendation Professional registration with relevant bodies; Experience in the following: Specialising in property economics; Public sector, specifically with property/asset portfolio(s); Utilizing big data and AI-driven analytics; Proficiency in financial modelling and using software for data analysis, financial modelling, and reporting; A valid (Code B or higher) driving licence. Key Performance Areas Acquire, adapt, design and/or develop methodologies, analytical tools and instruments with specific reference to economic trends, property market trends and privately state and owned immovable assets (in-house or outsourced) and devise methods and procedures for obtaining data needed; Conduct surveys and audits in respect of economic trends, property market trends and state- and privately-owned immoveable assets and collect, analyse and interpret information in the above-mentioned areas; Coordinate with other government departments and relevant institutions to develop information on economic trends, property market trends and state and privately immovable asset; Provide statistics and do projections to inform the effective and efficient utilisation of immovable assets from a future growth perspective and apply cost benefit analysis to determine optimal usage of immovable assets in the Province; Use statistical and mathematical techniques to estimate economic relationships by using actual data; Prepare, maintain and provide adequate documents, reports and other materials related to property/immovable asset economy and economic trends; Provide an in-house advisory service in respect of property / immovable asset needs with special focus on forecasting (supply and demand of property / immovable asset requirements) based, amongst other, on demographics and perform regression analysis to property and develop and maintain relevant databases.

Competencies Advance knowledge of the following: A thorough understanding of property markets, including valuation, investment, and development; Econometrics (scatter diagrams, regression analysis, progression analysis; Economy, property economy, supply and demand of property and immovable assets; Demographic theories, research methods and information sources; Property market analysis and reporting, researching methodologies, population estimation and projection computer modelling; Strategic planning including evidence of the ability to analyse property market trends to optimal utilisation of immovable assets; Mathematical and statistical models; Institutional framework of economic policy in SA; Research design and methodology; Measurement in economics e.e. SA economic indicators; Disciplinary knowledge in Economics; Skills needed: Computer literacy in MS Office Package (Word, Excel, PowerPoint and TEAMS); Advanced communication skills (written and verbal); Applying technologies (appropriate management information systems, inclusive of data management); Applied strategic thinking, problem analysis and -solving, technical proficiency, research methodologies, statistical analysis, project management, continuous improvement.

Remuneration All-inclusive salary package of R 896 436 per annum (Salary Level 11)
